An NFL Kickoff Can Legally Have 12 Men On The Field. The 12th Holds The Ball
Twelve on the field is a 5-yard foul on any snap. On a kickoff or safety kick, the kicking team may add a designated holder as the 12th person.
Rule 5, Section 1, Article 1 of the 2026 NFL rulebook says the game is played by two teams of 11 players each. If a team has more than 11 players on the field when a snap, free kick, or fair catch kick is made, the ball is in play and it is a foul, with a loss of five yards from the previous spot.
If an offense keeps more than 11 players in its formation for more than three seconds before the snap, officials blow the whistle and do not let the snap happen. That also costs five yards.
No automatic first down
A foul by the defense usually gives the offense a first down. More than 11 players on the field at the snap is one of the listed exceptions in Rule 14, so the down only changes if the five yards reach the line to gain.
The legal 12th man
The Note to Rule 6, Section 1, Article 1 lets the kicking team use a designated holder to hold the ball on a kickoff or safety kick. He may be the 12th person on the field, but he is a non-player. He must leave the field on his own team's sideline with the kicking tee immediately after the ball is kicked.
If the designated holder clears the field on the opponent's side or across an end line, Rule 5, Section 2, Article 8 calls for a loss of five yards.
