A runner fights his way to the 34. Three defenders get hold of him and drive him back to the 31. The ball is spotted at the 34, and almost nobody in the stadium questions it.
What forward progress actually is
The NFL's own glossary defines forward progress as the point on the field where the forward momentum of a player in possession of the football is stopped by a defender or by going out of bounds.
A player is awarded the most forward spot the runner reached when the ball is declared dead, even if he is pushed backward.
Why the tackle cannot move the ball
Once that furthest point is reached, driving the runner backward from it does not change the spot. The defense can move the man. It cannot move the ball back with him.
